WASA Bill Complaints
Wrong amount, a reading you do not recognise, arrears you have already paid, or no water at all — these are the complaint routes that actually reach your city’s water authority.
Call the helpline
1334 covers the Punjab WASA cities; the other cities’ numbers are in the table on this page. You are given a complaint number — write it on the bill itself.
Pakistan Citizen Portal app
File with your complaint number and a photo of the bill attached. The case stays visible in the app until the authority closes it.
Visit the office
For billing corrections the revenue office sees your full record. Take the last two or three bills and every paid receipt you have.
Before you complain, check these three things
- Arrears: is last month’s unpaid amount sitting on this bill? That alone explains most ‘sudden’ high bills.
- Leaks: close every tap and watch your tank and pipes. A silent underground leak raises a metered bill and damages the house at the same time.
- The name and number: confirm the bill in front of you is your own connection — the consumer number, name and address must all match.

How to lodge a WASA bill complaint
By phone: call your city’s helpline from the table below. Punjab WASA cities also take complaints on the citizen helpline 1334. Note the complaint number the operator gives you — without it, following up is hard.
Online: most WASA websites carry a complaint form or link their city’s complaint portal (Lahore also takes complaints on WhatsApp at 0334-1334470). Keep the complaint ID you receive.
In person: for billing corrections — wrong reading, paid arrears still showing, a name or address error — take your last two or three bills and your payment receipts to the revenue office of your zone. Corrections are made against documents, not on verbal requests.

What happens after you complain
A complaint is not finished when it is filed — it is finished when the correction shows on a bill or the water problem actually stops. You are given a complaint number at the time of filing. Keep it with the bill you complained about. When you follow up, that one number is all the office needs to find your case, and a follow-up with the number is answered far faster than a fresh complaint about the same matter. If the authority gives you a time limit, note the date; calling a day after it passes, complaint number in hand, is the way these cases usually move.
If the complaint is not resolved
Give the authority the time it states on your complaint receipt, then follow up with the complaint number. If a billing dispute stays unresolved, you can escalate through the Punjab citizen portal / Pakistan Citizen Portal with the same complaint number and your bills attached. Keep every bill and receipt until the correction appears on a later bill — that later bill is the real proof the matter is closed. One route people often get wrong: the Wafaqi Mohtasib (the federal ombudsman) is only for federal bodies like the CDA — for a provincial WASA, the ombudsman to approach is your provincial one. And if the dispute is really about months of unpaid bills, read how disconnection and reconnection work before the matter reaches that stage.
